What is ProjectONE? [+]

ProjectONE evolved from the provisions of Texas Government Code Chapter 2101. This chapter established an Enterprise Resource Planning (ERP) Advisory Council composed of representatives of six state agencies tasked with completing the initial evaluation of statewide accounting systems. The ERP vision included the administration of a state agency’s:

  • general ledger;
  • accounts payable;
  • accounts receivable;
  • budgeting;
  • inventory;
  • asset management;
  • billing;
  • payroll;
  • projects;
  • grants; and
  • human resources, including administration of performance measures, time spent on tasks, and other personnel and labor issues.

ProjectONE will implement a single set of books while eliminating multiple systems, and will provide transparency with appropriate security.

Who is participating in ProjectONE? [+]

To kick off the state's ERP investment, the 81st Legislature, Regular Session, authorized seven agencies to proceed with ERP over the next two years:

  • the Texas Department of Transportation (TxDOT),
  • the Department of Information Resources (DIR) and
  • the five Health and Human Services (HHS) agencies:
    • Department of Health and Human Services Commission (HHSC)
    • Department of Aging and Disability Services (DADS)
    • Department of Assistive and Rehabilitative Services (DARS)
    • Department of Family and Protective Services (DFPS)
    • Department of State Health Services (DSHS)

What is CAPPS? [+]

The Centralized Accounting and Payroll/Personnel System (CAPPS) is a Web-based ERP system that will enable agencies to have real-time access to financial information and provide enhanced reporting capabilities. CAPPS will also replace numerous outdated processes and systems, allowing agencies to better focus their resources on key mission activities.

Why do we need CAPPS? [+]

Our systems currently do what we need them to do at a minimum, but because technology changes so quickly, there are a lot of things that we could be doing better. We can have greater efficiency, with more functionality and more user-friendly tools. With so many people moving to Web-based technology, it’s a natural progression that we move in that direction as well. Our customers are seeking instant access to information, instant results. That’s what this system will give people while also carrying out the Comptroller’s vision for transparency in government.

What functions can be managed in CAPPS? [+]

CAPPS will address a wide range of Financials functions, including:

Which agencies are implementing CAPPS? [+]

ProjectONE consists of two tracks: Financials and HR/Payroll.

The HR/Payroll implementation is scheduled for May 1, 2012.

How does my agency join CAPPS? [+]

When will CAPPS replace USAS?[+]

It will be several years before USAS is replaced with CAPPS. Right now CAPPS is not equipped to replace USAS because it does not include all the edits and functionality required for a statewide accounting system. Significant effort will be required to incorporate the additional edits and functionality and establish CAPPS as our system of record. Until that time, CAPPS agencies will still report to USAS and USAS will not go away until all agencies have implemented CAPPS.

What is the next step for CAPPS?[+]

Several additional agencies have expressed interest in implementing CAPPS and are exploring possible funding options. How much does CAPPS cost?[+]

It depends on the agency, the number of users and the number of customizations required to meet the agency’s needs. The good news is that the price will continue to decrease as more agencies implement CAPPS.

How will the Help Desk work?[+]

For assistance with CAPPS, you can reach the Help Desk at 512-463-CAPPS, or email capps.help@cpa.state.tx.us. The Help Desk is operated by CPA staff and contract staff from CPA’s maintenance vendor.

ERP Reporting Strategies

Where will we store data? [+]

  • Transactional data
  • PeopleSoft system and Oracle database
  • PeopleSoft reporting system and Oracle database
  • Some current data will go into these databases
    • HR — most all data
    • Financials — only beginning balances, open POs, requisitions, etc.
  • Reporting data
    • Historical data = data to be loaded for reporting only; this includes data currently on CPA systems too
    • At a to-be-determined frequency, CPA will load data from PeopleSoft system and Oracle database into data warehouse

How will agencies access data? [+]

  • CPA will provide a reporting environment comparable to FM Query
  • Agencies will use either:
    • PeopleSoft provided reports
    • Crystal reports
    • Business Object reports
  • A limited number of agency users will be provided super user capabilities that will allow ad hoc reporting using business object tools

Who is responsible for what? [+]

  • Deloitte
    • Define reporting requirements
    • Will create 35 reports
    • Analyze the 800+ reports
  • CPA
    • Assist Deloitte
    • Work with agencies to standardize and prioritize reports
    • Develop reports
  • Agencies
    • Assist CPA and Deloitte
    • Test reports and verify data is correct and accurate
    • Create reports within established parameters (TBD)
