Project Business Case and History
Business Case
- Advisory Council published business case
- STA helped develop the business case
- Legislature funded most critical projects
CPA’s Role
- The Comptroller of Public Accounts (CPA): 1) serves as the project manager for the project, 2) establishes statewide standards, and 3) reviews and approves ERP-related projects. Key stakeholders include the Health and Human Services (HHS) agencies, the Texas Department of Transportation, (TxDOT), the Department of Motor Vehicles (DMV), and the Department of Information Resources (DIR).
ERP Authority
- House Bill 3106, 80th legislature, 2007
- Establishes 11 core functions that are included in ERP (12 including Procurement)
- HB 3106 requires CPA to set clear standards for the ERP software for the state. ERP responsibility shifted from Department of Information Resources to CPA
- Requires CPA to ensure that the uniform statewide accounting project includes ERP
- Creates the ERP Advisory Council
Timeline
- Three major deliverables:
- January 2011 – TxDOT, DMV and DIR HR/Payroll Go-Live
- April 2011 – HHS HR/Payroll Go-Live
- August 2011 – TxDOT, DMV and DIR Financials Go-Live
